This vehicle is bulletproof, dentproof, explosion-proof, fireproof, and has puncture-resistant tires. You must steal this car from Diaz during the Guardian Angels mission to obtain it. To accomplish this, shoot all Haitians while allowing one to escape. Diaz will leave the car doors unlocked in order for you to enter. This vehicle is also available with locked doors.
