Cooldown Feature
As stated officially by Discord Developers on Twitter, it is not the numbers but the rate that is limited, so that Profile pic can be changed twice in a duration of 10 minutes before being held in Dark Cooldown till the end of this 10 minutes duration.
The need for Cooldown Feature
After every successive change in Avatar, the constant need of implementing changes in your friend’s device and in all servers you have joined is troublesome for the Discord servers. Successive changes in Avatar over a short duration may cause confusion of servers. Fearing such a problematic situation, Discord got patched up with Cooldown Feature.

1. Hold yourself back for a while

2. Plan before you do
