As we are pretty sure that LiberiOS jailbreak was the very first iOS jailbreak to be released, it was quite clear that the lack of Cydia and Cydia Substrate for iOS 11 now it was not possible for the jailbreakers to install and use jailbreak tweaks that are compatible with iOS 11.
Electra jailbreak tool is preferably good as compared to the LiberiOS because of its substitute, a Cydia substrate alternative which was originally developed by Comex. So it allows users who have jailbroken their iOS devices with Electra jailbreak toolkit to install and use jailbreak tweaks that are compatible with iOS 11.
When the Cydia has not included it was quite hectic to install jailbreak tweaks and themes manually. Reddit user Lermatroid has compiled the list of jailbreak tweaks that are compatible with iOS 11
