As Pakistan Telecommunication Authority (PTA) had already announced the future auction for Next Generation Mobile Services (NGMS) 3G and 4G spectrum, which is suppose to be more profitable for the new opponents and it is even more realistic about the assistance of any new opponent.
According to the Senior Official of PTA:
“There is no chance of a new telecom operator/entrant as the market is already consolidating. While PTA has sought applications through national and international media for the upcoming spectrum auction, it is highly unlikely for a new player to join the spectrum auction. An open outcry auction process will be applied to assign spectrum lot if demand exceeds supply.”
As from the report of Information of Memorandum (IM), all existing telecom operator along with the new opponents are able to participate in the 3G/4G auction process.
In NGMSA, the new Extract in the Cellular Mobile Market will have freedom to sell national roaming along with the existing operators. The NGMS is the new Extract in the market will be given the long time period for accomplishing rollout responsibilities.
Well, the existing operators can be able to number resources with the NGMS, if and only if the NGMS spectrum rights are granted to the particular existing operator.
However, a separate numbering series for NGMS can be granted to the particular operator using National Numbering Plan recounting to mobile cellular services.
But, under the PTA’s rules and regulations a new operator can be able to get the numbering series. And the Telecom operator will be provided a unique network identity code. However, it is very uncertain that only Ufone will be there to participate in the auction.
So, according to the unknown source, the government has tried to convince the UAE government and asked them to push Etisalat to participate in the 3G/4G spectrum auction.
Still, it is not confirmed that Ufone is all set to participate alone in the auction and their board is yet to get go ahead for participation.
Recently, Telenor has bought 10MHz in the 850MHz band for almost $395 million, therefore, it is expected that Telenor will not participate in the auction. Apparently, the company is refarming their spectrum for improving 2G, 3G, and 4G networks.
Well, you can expect that Zong might be able to participate in the auction process. As the company already has its 4G spectrum so might possible they will not be taking part in the auction process.
Here are the two reasons, for which Zong may participate in the auction process:
- It would like to show-off its deep pockets, or
- It would want to block Ufone from buying 4G spectrum and may acquire the company (in a couple of years) for a lesser amount as compared to a company with 4G spectrum and 4G network.
